#[Scope] methods can't be called as static::scope() inside the model

With Laravel's #[Scope] attribute the scope is a protected method on the model:

protected function active(Builder $query): void
{
    $query->whereNull('expires_at')->orWhere('expires_at', '>', now());
}

From outside the class, IpBan::active() works through __callStatic. From inside the class it doesn't: the method is visible there, so PHP calls it directly and you get

Non-static method App\Models\IpBan::active() cannot be called statically

Inside the model, start from a builder instead:

return static::query()->active()->where('ip_hash', $ipHash)->exists();
