Stopping a resumable job early? Don't advance its cache validator

If a job stops before it has written everything, don't update the cache validator (ETag, Last-Modified, a "last synced" timestamp) for that run. If you do, the next run gets a "not modified" answer and skips the items that never got written.

// Stopped at the time budget: keep the old validator so the next run still sees the work as pending.
if ($stoppedEarly) {
    Model::query()->whereKey($id)->update(['queued_at' => null]);

    return;
}

Model::query()->whereKey($id)->update(['etag' => $newEtag, 'last_synced_at' => now()]);

Make the time budget one deadline per job, set at the start of handle(), and check it before each unit of work. That keeps the HTTP calls and the writes together under the queue timeout.

Also make sure each run makes progress. A run that stops before doing any work, every time, is a silent backlog.
